Between the years 1980 and 1984 the Federal State of Baden-Württemberg in cooperation with CIM and GTZ has helped Peru to set up a professional educational education system ESEP/IST (Escuela Superior de Educación Profesioinal / today Instituto Superior Tecnologico).

Peru’s Ministry of Education had installed a technical vocational school for many different domains. The infrastructure accomplished, the facilities had to be used effectively. However, there were no trained experts who could handle the equipment.

A team of 10 specialists from Germany was working all over the country, collaborating in developing curricula, organising classes, training teachers and offering them advanced education. My working place was Tacna, a City in the South of the country.

With the experiences made in the places we worked, we then held many seminars across the country which where the offspring of the IST.
