Due to an ILO – initiative (International Labour Organisation /UN) many institutes for professional training emerged in the Latin America throughout the 60s.

The INA in Costa Rica, a product of the ILO, is supposed to promote such institutes.

The DSE ( now In Went), a German foundation for international development, in Mannheim has helped INA in establishing a concept and training qualified multipliers. Between 1988 and 1998 a numerous measurements for training teachers have been carried out under my leadership. We usually held a 2-week seminars about up to date subjects in industrial electronic (digital control, microelectronics, techniques of measurement, controlling and regulation, pc networks etc.)

Those seminars enabled INA to offer some technologically challenging and technically up to date – programs. When INTEL, a firm, built its fabrication many specialists trained by INA were available to them.
